The supports available to people with disabilities in Ireland span housing, transport, and community life. The challenge is that they are administered by different bodies, have different application processes, and are rarely explained together in one place.

The Mobility Aids Grant

The Mobility Aids Grant is a faster, simpler alternative to the full Housing Adaptation Grant for smaller-scale works. It provides up to €8,000 for modifications that improve immediate safety and mobility within the home.

Works typically funded by the Mobility Aids Grant
  • Grab rails and handrails throughout the home
  • Level-access or walk-in showers replacing a bath
  • External ramps and step modifications
  • Stair rails and minor stairlift installations

The income limit for the full grant (100% of costs) is a household income of under €30,000. Unlike the Housing Adaptation Grant, the Mobility Aids Grant is fast-tracked and designed for works where there is an immediate safety or falls-risk concern.

The Disabled Drivers and Passengers Scheme

This is one of the most valuable and least-claimed supports in the Irish system. The scheme provides significant tax relief for people with disabilities who drive or travel as passengers in specially adapted vehicles.

BenefitDetail
VRT reliefUp to €10,000 for drivers; up to €16,000 for passengers
VAT refundOn the purchase price of the vehicle
Motor tax exemptionFull exemption for qualifying vehicles
Toll exemptionFull exemption on national toll roads
Fuel grantAnnual fuel grant based on engine size

To qualify, applicants must hold a Primary Medical Certificate from the HSE, confirming a specific level of physical disability. The scheme is primarily aimed at people with severe mobility impairments and the application process involves a medical assessment.

HSE Community Grants for Equipment

The HSE provides once-off funding through community health organisations for specialised equipment and health-related costs not covered by other schemes. This includes communication aids, adaptive sports equipment, and certain items required for community participation. Applications are made through your local HSE Primary Care team or disability services coordinator.

A Note on Combining Supports

These grants are not mutually exclusive. A person with a significant mobility disability may legitimately apply for the Mobility Aids Grant, the Disabled Drivers Scheme, a VAT refund on specialist equipment, and Disability Allowance at the same time. The key is understanding the eligibility criteria for each and submitting complete applications.
